This helped turning one app (AVG) from Chinese to English, but still can't get rid of "I Love Wallpaper" and it's f*ing annoying ads popping up. Looks like there is no other way but to root the phone.

I have the same problem with the "I Love Wallpaper App" producing constant pop up app suggestions.....very annoying! Because it is a System App it cannot be deleted without rooting the phone.
