This is the stock rom which you will receive in your Tronsmart T428, no changelog.
Is it possible for the future enable ota updates?
Yes, Tronsmart is considering this for better experience. OTA is much easier.
Is this an upgrade for 1080p and will this root the device and or if not, is there instruction for rooting? Also, is there any linux ubuntu versions able to run on ghis chipset?

You mean the T428 can’t read you 8GB micro sd card?
no 8 gb micro cd carte reading, but does not read 8 gb flash drive and a 180 GB hard drive, but you see when you insert clicking on:” Error reading, check this file is readable placed.” Letter involved
8GB micro sd card do not have a problem reading it, Ask others
